Read Payne evidence correctly

  • Observed facts come from a bounded DataHub read and retain provenance.
  • Derived facts are deterministic transformations of observed evidence.
  • Inferred text is a model interpretation bound to cited evidence. It cannot override a deterministic result.
  • Unavailable means a capability or decisive input could not be collected. It is not evidence of absence.
  • Stale means the evidence binding no longer matches the current gate or catalog assumptions.
  • Fixture output comes from checked-in simulation data. It is never current catalog evidence.
  • Verified application or write-back requires the expected checksum or aspect to match a fresh observation. Acceptance and mutation success are not sufficient.

Refreshing a gate reads durable state; it does not silently gather new evidence. Monitoring work is claimed by the worker.
